Power user in xp

I dont follow the article in current PCA page 68, tips 14 & 15. I thought that it was just a choice between administrator and limited. Perhaps someone could explain it to me in simple terms.

I am not certain but if you right click an icon on your desktop for a program, and then click "Run as" if you change the setting to a named user, he or she would then become a power user. Anybody else?
