Power Up Problem.

NEC Powermate Machine. Celeron 1200Mhz chip on Socket 370 Motherboard. Windows XP.
When machine shuts down the only way to restart it is to unplug the keyboard from the PS2 socket. The power button is ineffective. The action of unplugging the keyboard automatically starts up the machine without having to press the power button. This is a repeatable fault and not the keyboard to blame as I have tried different keyboards all with the same results. Once running the power button does all it should i.e Reset/Shutdown etc.
Machine recently reformatted with minimal software loaded. XP, Office, AVG, Ad-Aware.
Is it a hardware or software problem?
