Power up PC using keyboard

My friend has somehow set up his PC so that in order to turn it on, all he has to do is hit the space bar twice. How is this done? He said his dad did it awhile ago and can't remember how. Its really good though, he shuts down his PC as normal, and can turn it on using 2 hits of the space bar.

On some pcs there is a setting in the bios for this, sadly mine hasn't. This is the only way I now of

yes in the bios is the option to power on/off by PS/2 keyboard using the space bar,my bios also gives the option to power on by PS/2 mouse or a PCI modem.

I found an option something like 'Power up on PCI device' but no keyboard thing. Is there any other way of doing this?

not if the option's not there in the bios.
