Pixelated glitch when turning PC on

I'm having an issue with my Windows 8.1 desktop PC and was wondering if someone could shed some light on what's going on. Whenever I turn on my computer, I am granted with a seemingly random strange moving pixel array on the screen.

These images show up when I start my pc and when I turn if off and back on, another will appear (or sometimes the same one). The pixels are almost always moving and split into lines. Some are really nice looking, but tbh I would rather my PC turned on instead of having to restart it 5 - 10 times every time I want to access it.

Any ideas if this is a software or hardware issue, and what is likely the cause?
