Photos in Windows XP

I am using the XP Wizard to load photos into My Pictures. I have created new folders for Year/Month/ photo ID and new files have started to appear. These take the form of JUC7BO~1.JPG3520, JUC7CE~1.jpg2696. There are others but they are of the same format. I think they appear if I edit and change a photo. Can anyone tell me what they are and what they do?
The jpg numbers don't bear any resemblence to the photo ID.

I think they are the 'short file names' that are generated by XP in addition to the LFN (long file name)
