PHdisk for laptop needed!

Or at least I think that's what I need... My seond hand laptop won't start up, it just boots up a program called phoenixMISER and before I can do anything it reports that it cannot find the phoenixMISER partition and that I should power off and correct the problem. What do I do? I don't have any of the disks! I think I may need a program named PHDISK.EXE but don't know where to get it. My laptop is an NEC UltraLite VERSA, running Windows 3.1. Please help! thanks.

click here can't find any info on installing to 3.1 but as it needs to be run in DOS, this may not matter.
