Permission to use Network Resource

I have two pc's, a Compaq laptop and a Dell desktop running on XP Home which are linked by a crossover network cable. I have run the NW setup wizard on both. The Dell is the host and is connected to the internet via an ADSL modem. The Dell can see the Compaq on the network but the Compaq cannot see the Dell and tells me that "the workgroup is not accessible and might not nave permission to access this network resource (the Dell). Contact the the administrator of this sever to find out if you have access permissions". The LAN connection icons on both computers state connected at 100 Mbps. I have tried to find a solution using XP Help and support but to no avail.

Can anyone help me please?

Turn it off on both machines and see if you still have a problem.
