Permission to include Font in software

I have seen somewhere that it is pernmissable to incorporate a downloaded Microsoft font into software providing it is complete and has some identifier included.

We want to incorporate and distribute in software the font 'Lucida Sans Unicode' which I think is normally supplied with either Windows or MS Office. Who do we contact for permission? This is the only font we can find that contains all the symbols we need and some people may not have it non their machine.
