pc`s wont start

Hi folks, i have two pc`s that wont start. no1 the message is "windows cannot start because a file is missing or corrupt,(windows root)\system32\hal.dll) reinstall the file how is this done? . the pc wont even start in safe mode.

pc no2 pc keeps rebooting it gets to the windows xp screen and drops out and a dos window appears, i have fitted a brand new hard drive with a fresh copy of xp, this works ok in another pc. it wont start in safe mode and i tried last known config but that just displays a list of dos commands.
hope someone can help.

1. For Hal.dll probs, try click here

2. For the Hew HDD it may be that the drive either lacks drivers to work on the other PC, or quite possable XP has detected that you are trying to run it on a compleatly different PC that the one it was installed/activated on, and so is refusing to work.
