PC won't shutdown properly

When I try to turn off my pc all it does is goes through the process like it is going to shutdown and then fires itself back up again.

I am using XP and I would say it does it about 80% of the time when shutting down but not always.

Any ideas?

You click Turn off computer and it comes up with the blue XP screen that says saving settings and then preparing to shut down and then the screen goes black and instead of shutting down it just starts up again from scratch. Once it is up and running again it shuts down fine first time.

click here select fixes - down arrow select auto end process to enable proper shutdown

down load and run
