A friend of mine has a pc that upon switch on it just beeps.
All was fine until he tried to install an ati 9600 graphics card, he ran a utility to clean his pc of old graphics drivers. All seemed to be fine until one reboot later just beeps, won't even give the option to go into bios.
Has tried start up disks etc.

Spec as far as i know is....

time pc
amd 2000 cpu
512 ddr ram
80gb hdd
ati 9600 gc
previous gc was nvidia mx440

Depends on a couple of things:

BIOS maker - if you know that, you will be able to find out what the beeps mean.

Ensure that the new graphics card is properly seated (if it has been already installed).
