PC won't boot into Windows properly

Windows 98. Neighbours PC. Started disc defrag & Windows crashed. Went into a Scan Disc & found over 200 bad sectors, but data was it was hoped moved to good sectors, as shown on screen.
Then went to try to start Windows but got on screen "windows Protection error. You need to restart your computer".However, before I could press any key the PC switched off completely!
Then tried again from scratch. Got W98 Splash screen then PC goes into W98 menu choice. I chose safe mode - got splash screen then just blank screen with blinking cursor in top left of screen.
Tried again & chose Normal Windows & got the Windows Protection error again.
Any ideas?
