I am using windows 98SE and the system works perfectly with 128MB of memory, but when I try to add an additional 128MB the PC will only start in safe mode. Both memory sticks are are from Crucial.

First question is does your motherboard take that amount of memory?

If so check your bios settings.

try each stick separately one at a time and see if this works. (to check if 1 stick is faulty)

are both sticks the same speed, i.e. pc100 or pc133, I'm assuming DIMM's and not more modern DDR ram.

do you know what type of motherboard is in the system - it may be marked on it.

My motherboard is an ASUS A7V it is supposed to support 1536MB of PC133 SDRAM. Both my memory sticks are PC133 and work on thier own or indeed with the original 64MB stick.
