PC will not close down on command

When I try to shut down (Win ME) using start/shut down, my PC closes the background and ikons etc but then just displays a background colour and a frozen curser and stays there. If I restart, then close, it shuts down as it should, but no after being in use for some time.Now I am holding down the power button to close rather than sitting through a restart and disk check. Would appreciate any help with this please.

OK I have found that the problem is with Zone Alarm. Un-install and the problem ended.
