PC will not boot up for 30 mins

When I start my PC the red disc light goes on but nothing happens. If I leave the PC for 20/30 minutes then hold the on/off button for 6 deconds until the PC switches off, then switch it back on again, the PC will go into BIOS mode. Once I click through the SAVE BIOS settings the PC boots normally.
It is also a bit slow in loading some programs.
Could this be a hard disc problem??

More likely to be a power supply problem. `Slow loading` could be related to an HD problem but if the machine doesn't start at all it's not your main concern....
