PC will not Boot Up

On start up my grandchildren's PC shows a screen, white on black, with the following lines at the bottom.
"A disc read error occurred" and "Press Ctrl+Al+Del to restart". When this is done it just repeats itself. There are no discs in the drives. Is there anything I can do to get passed this screen and start the cmputer?

It will help to know this because there are best ways to try to overcome the problem depending on which system is being used.

How far through the boot sequence does the message appear? Do you get the XP logo with scrolling blue bars?
