PC starts without power button being pressed?

My new PC starts for a few seconds when first plugged into the mains supply.The DVD drive lights up, and the power light comes on, and also a fan starts.This only lasts for around two seconds and then stops.The PC can then be started normally by pressing the main power button on the front.Somebody told me this is due to a setting in the BIOS.Can anyone tell me how to sort this out.Thankyou.

I frequently find my PC on after receiving a phone call!! I now switch off at the back.
