pc occasionally won't start up

Every now and then when I press the power button on the pc, either it refuses to start up at all, or it starts making noises but never gets as far as a post beep or any display on the monitor.

I have found that if I physically unplug then replug the power cable it solves the problem.

Is this an indication of a failing component, and if so, what is it likely to be?

It sounds to me like the power supply or possibly the switch on the front of your PC.
