PC is not utilizing it's full potential?

My rig: CPU: AMD FX-6300 (Hyper 212 EVO cooler) GPU: GTX Strix 960 2gb Mobo: MSI 970A-G43 Ram: 8 GB 1333mhz ddr3 Power supply: XFX TS 550 550W 80Plus Bronze OS: Windows 7-64 bit

So I recently upgraded to a new GTX 960 and I've been hitting worse FPS in the game than with my previous GT 630. How is that possible? I did a clean install of windows my drivers are all up to date, my power settings are set to max performance. For anyone interested it's a game called "Swordsman Online".

I did notice that my CPU usage never goes above 30%. Doesn't matter if the game is maxed out or at lowest settings.
