PC not seeing NTL set top box

I unplugged my NTL set top box from it's wall socket so that I could plug in a Scart lead to my new TV. Now my PC cannot communicate with the NTL modem, it's as if it does not know it's there.
I know my connections are sound and I have powered everything off and on a few times but I still cannot make a conncetion.
I had a similar problem a while ago but I cannot remember what NTL told me to do to fix it - something with IP addresses I think.
Could the fact that I am now using a Scart connection have anything to do with it?
Can any kind person out there save me from wasting hours of my life waiting for the NTL 'phone line?

You need to do things in the right order. I think it is this way:

switch off pc

unplug USB connection

Power off set-top box for 20+ seconds.

Power up set top box until it is fully loaded

connect USB

Power up computer.
