PC not booting up

When I turn my PC on (Windows XP sp2) it will get to a point and then you have a blue wallpaper type screen with the Windows XP logo. It does not get to the login page. I have tried starting in Safe Mode, same issue. I have tried starting at last known good configuration, same issue.

Any ideas anyone?
