PC "freezing"while on line.

I have a new pc and its all set up as per book, but I get an occasional freeze when on line.I have kept a log of these .There is no set frequency but seems to happen on opening new window.The only way out is the reset button.I have spoken to suppliers (PC World) they say its an ISP problem I have spoken to ISP (Wannadoo) and they sa it a pc world problem.
Has anybody else experienced this?

Minimal RAM can do this if there is too much else running at the same time.
Might be worth checking what is running in the background.
If that becomes the answer, then an early dip into your pocket for more RAM might swing the balance.

I should have enough RAM 512Mb and only
used about 5 Gb hard drive out of 250Gb
