PC failing to reboot

My Windows XP Pro PC has recently had a problem rebooting...it won't.

While a normal shut down works correctly, when rebooting, the process fails on the point of reboot. The drive light is lit constantly (despite not making any 'hard drive noises'). There is no system beep like there normally is on boot.

The only solution is to turn the PC off at the plug, then turn back on...leave for 10 mins, then press the on button. If I try turning back on too soon, then the drive light just lights back up constantly, no system beep...and no boot up!

Can anybody help?
