Passwording computer running WIN 98

I've spent the last hour trying to work this 1 out, I know it can be done but how????????

A colleague wants to set his computer so that from the moment you turn it on, it's asks for a password (nothing to do with logging on to windows etc; press on button, minor rumblings and then password required).

I'm sure this is in the bios or cmos setup but I've tweaked and fiddled so much I'm worn out! I just know one of you chaps or chapesses can help almost instantaneously, so please do (it's something I've always wanted to know but never had the need to ........!)

A password protect feature should be in the BIOS somewhere, but I'd be wary about enabling it.

If your colleague forgets/mislays the password the computer won't boot.

He'll have to remove/replace the CMOS battery and re-configure the BIOS.
