Paging file memory size

Does changing the size of a paging file on a given drive, have much impact on the general performance of the system as a whole (i.e. not only when using apps. that use a lot of RAM)? If so, to what size should the paging file be increased (or by what percentage should it be increased if at all)?

There is no single answer to that question...

If you give more details of your Operating System, specifications (RAM, processor) and the use you put it to, someone may have a solution.

I find it helps to put the paging file in a separate partition then it doesn't "Frag" and aids faster memory swap out.

Optimum size is arguable and will depend on specifics of your system setup which,as Diodorus Siculus says, would be useful info.
