Page cannot be displayed , dns error

I have just cleaned up my mother-in laws pc deleting unwanted programs, first we got an error message Explorer has caused an error in wininet.dll explorer will now close. Re installing I.E6 solved this, but we cannot get a web page to display, or pick up e-mail, (winsoc error)

what os? what internet connection? might you have wiped the dun connection?

Windows ME, I checked all connection settings. The connection registerd with my ISP after logging on but I could not view any web sites.
I have done a system restore and the connection is working again but the computer is again full of unwanted programs. I think one of the spyware/ad programs uninstalled something?
