Outlook Express Help Needed

I cannot open OE to send/receive emails and get the error menu below
Access to the account was denied. Verify that your username and password are correct. Account: 'Hotmail', Server: 'click here', Protocol: HTTPMail, Server Response: 'Forbidden', Port: 0, Secure(SSL): No, Server Error: 998, Error Number: 0x800CCC33
Unable to poll for new messages on your HTTP server. Account: 'Hotmail', Server: 'click here', Protocol: HTTPMail, Server Response: 'Forbidden', Port: 0, Secure(SSL): No, Server Error: 998, Error Number: 0x800CCC33,
All help in simplistic terms would be most helpful.

Have you not received various emails from Hotmail regarding the change in service as from today (Sept 1st)?

Why is this happening? Outlook, Outlook Express, and Entourage use a legacy communications method (known as the DAV protocol) to access Hotmail. Because the DAV protocol is not optimally suited for programs to access large inboxes such as Hotmail which now provides users ever-growing storage*, new alternatives have been built. Last year, customers asked us to postpone plans to retire the DAV protocol until more options were available. Now that these options (including the POP3 protocol) are available, we are ready to retire the DAV protocol.

Is it possible to re-install OE and if so from where please. I cannot find much help from Google and I seem to be going around in circles
As mentioned I have tried restore and looked for OE on my very old installation discs without success and cannot find how to delete and re-install
I use Hotmail via OE and that seems to work ok but cannot open/send receive in OE. I thought it was part of Internet Exp. so I re-installed that hoping it was in the package but it's not.
Help needed please

Personally I would suggest downloading Windows Live Mail in place of OE - very similar interface, and you can import all details and account/s very easily.

DAV protocol for Hotmail was switched off today

I haven't got Microsoft Office Outlook on my system so I cannot install Office Outlook Connector and use Outlook Express to view Hotmail.
Should I dump Windows live Messenger then and load Windows Live Mail instead

As Hotmail suggest you can either download Windows Live Mail - or adjust the server settings in OE as per lotvic's link above

Wow! I seem to opened a can of worms here and being a simpleton with pc I seem to be getting very helpful posts but they very complex to me. I don't know my DAVs from my POPs unfortunatly.
Could some one lay it out for me in Jack & Jill language if poss please
