Outlook 2007 operations are cancelled

Hello all,

I have not knowingly changed Outlook. When I try to follow a link, compose an email, in fact anything useful I get an error message:


"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."


I am the administrator and have no idea what is going on. I have run virus and malware and they do not find anything. I have restarted the computer both normally and into safe mode. This does not solve the problem. My default browser is Firefox 24 and I have, but don't use IE10. Chrome has never been installed.

An internet search has come up with a variety of solutions, c2009, none of which seem to work.

Any help would be most welcome.
