Other Users get Temporary Profiles - Windows 7

I saw some posts about this last year but nothing recently so I’d like to know if anyone has heard anything more.
I can always log on to my Windows 7 Admin account but if I switch to another user they often (but not always) see "You have been logged on with a temporary profile” etc. A reboot always clears the problem so their profile itself is fine, and Microsoft’s advice to delete and re-create the profile doesn’t help. I have tried the latter and of course the bad behaviour just returns. My workaround is to log on to ALL users as soon as I start the PC, this nearly always works fine and I can switch to various users as and when required. The snag usually occurs if I log on, do some work, and then allow someone else try to log into THEIR account. It’s so annoying that I might even write a “log on to all users” batch file if I can get my limited mind around it.
Meanwhile I’d be grateful if anyone who can shed any new light on this would let me know.
