I am using xp home on a non network pc

When I log on and watch Task Master a file called 0sa9.exe briefly appears and then disapears.

What does this file do?

Hi Steady Eddie. OSA is Office Startup Assistant. It is a utility that Microsoft included in some versions of Office. It is virtually useless and hogs resources. The best thing to do with it is to disable it via msconfig.
