Organize start menu in Windows XP?

Is it possible to 'organize' the start menu in XP Home? In windows 98 there was an 'organize' command within the task bar and start menu section. You could make the start menu smaller by dragging entrieson top of others to form a sub menu. I've tried in vain to tidy up my start menu > all programmes in XP, but can't find a work around.
Any ideas? Or am I thick as the well known two short planks and I have missed something.

Create program groups [eg, Multimedia,Office,Graphics,etc] in

C:\Documents and Settings\All Users\Start Menu\Programs\*

and drag the shortcuts into them.
