Somehow, the Tools; Internet Options has been locked down.

This is used in commercial businesses, to stop staff fiddling with machines.

You need to take a look at the Computer Administration folder in Control Panel, to try and find out what has been disabled. (Possibly under Security).

The fact that you tried to access the option, will also have generated a Failed log file, which if you right click it, may shed some more light on the subject, and guide you to the root cause of the problem.

Go to regedit, ie: start, run and type regedit.

Navigate to

Look for an entry called "NoBrowserOptions"
in the right pane, if its there delete it.

Unless its been set purposely it could be a nasty click here and download ad aware or have a look for search and destroy.
