Opening Ports on Firewall

The H-Packard 'solution' for a problem I have in scanning with their All in One printer advises:
"Open the following ports on your firewall utility by following the instructions provided by the manufacturer:
UDP ports: 161, 427 and 137
TCP ports: 9220, 9500 and 9290"
I have Norton Internet Security but cannot see how to follow the advise - Can anyone give some easy to follow instructions?
