what is the difference between vista and vista OEM?

OEM you can only use on the one machine non OEM you can transfer between machines (one at a time)

OEM can only be sold with hardware however there is loose definitions as to what makes hardware. OEM is cheaper as you may only install it on the one machine and then no other machine may use the software. Standard vista you may install the OS on another PC if the first one dies. OEM if the computer dies so does the copy of VISTA.

so do you not get the CD with OEM? I've found vista ultimate quite cheap with a new comp it says its with CD others around the same price say OEM but don't mention the CD

To comply with MS licensing the OEM version should really only be sold with qualifying hardware, as Alan HE has also stated it cannot then be moved to a new PC.

With OEM you might get a recovery disc with the new computer make sure you check before buying.
