OE Address Book gremlin

My OS is Windows XP Prof' as an upgrade from 98SE.On 3 separate occasions,while working in spreadsheet or word I have suddenly,for no apparent reason, been presented with the message
"The address book failed to load.OE is incorrectly configured,please re-install".
If I then open Outlook Express and click on "Create Mail" I get the message "There was an error opening the message.An error has occurred".Furthermore,if I then click on Address Book I get the message "Unable to open address book.The address book may not be properly installed".
To correct this anomaly I have to re-install Windows XP each time.
My spyware and virus programmes do not show any problems.
Can anyone tell me why my system keeps doing this?

click here which sort of suggests it is related to the original Win98 based Outlook installation.
