I have a 40Gb Hdd and it has about 17Gbs of files etc on it ,can I clone the drive/information on to a 20 GB Hdd?

As long as the contents of the copied drive do not exceed the size of the target drive.
Ghost will slightly compress the image anyway, but if desperate there is a setting to compress the image still more.

That's it, don't clone, write an image instead and it will only be the size of the contents even if you don't compress. Not so with Linux though, the image there will be the size of the combined partitions.
