No USB Keyboard or Mouse on Start up

I have a Fujitsu Seimens Scaleo P running Windows XP Media Centre Edition.
As the PC boots up the screen shows that no USB keyboard has been detected.
At the Windows welcome screen the on screen arrow cursor is frozen and cannot be operated with the USB mouse.
I now have the dilemma is there any way to get into my PC to correct this problem without a keyboard and mouse.
Or should I return it to PC world as I have had the computer less than 6 weeks.

Try going into the bios on boot and enabling legacy USB/USB keyboard support.
