No power users after upgrade to XP Pro

After upgrade to Windows XP Professional from XP Home, there are still only two types of user accounts - administrator and limited. I do not want to give administrator rights to every user but some programs and shortcuts do not work with the limited accounts, and in the error message "power users" are mentioned. In My Computer properties the OS is shown as XP professional. Something did not work through the upgrade? Can anyone help with this?

I've not needed to set up my XpPro pc with anything other than the standard two user types(yet)....but if you go to the Start menu and rt click Manage you can add users to whatever work group you like in the Local Users and groups tab.
