No picture editing s/w in Windows XP?

Is Paint the only tool that comes with XP (Home Edition) that allows you to edit pictures? It seems fairly restricted. e.g. I have some photo's I want to reduce in size (Paint only goes down to 100%) and crop. Until recently I had a laptop (Windows 2000) and whenever I opened a picture, a much more useful application was launched (can't recall what it was) which allowed cutting, cropping, resizing, etc...
