No net connection via router unless second PC on?

I've been helping a mate set up a home network using a Netgear DG834.

When I left last week both the PC and the laptop could connect to the router via wire.

Tonight I've been told the laptop can only connect when the desktop is powered up..."is this normal"...I told them that no, this wasn't normal but can't understand why it is happening.

Is there any obvious setting which would cause this problem...it almost sounds like ICS has been set up but is there anything else I can check for?

The only thing that I can think of is that your friend has moved the router and connected the leads up wrong but even then the only way that should happen is if the laptop is connected straight to the desk top and not to the router but that would need it to have 2 lan sockets.

Thanks Strawballs, don't think it's been moved or touched since I left it.

I'll see what I can figure out and if I get to the bottom of it I'll post back for reference.
