No mouse on startup

When i turn my pc on windows does not detect a mouse, the mouse in question is a labtec optical and is running on windows 98se through a powered usb hub, if i unplug the mouse and then plug it back in it works fine, the problem also persists if i plug direct into the usb port on the back of the pc.

Try going into device manager uninstalling driver switch off then back on again and see if that helps
