No icons or start menu when PC starts

When my other PC starts, there is a wallpaper but there is no icons or Start Menu. This can be rectified through opening task manager and creating a new task "windows"

This is obviously annoying and thus not a long term solution, anyone have any ideas of how I could solve this finally? Is there any way to automatically run 'windows' on startup; or is there a different solution.

Windows XP, only started this recenlty, don't know exact circumstances as I wasn't using it at the time.

Have you tried a system restore?
Start>All programs>Accessories>System Tools>System Restore, and choose a restore point before the problem started....TT
