No BIOS on starting computer

I have just built a new computer. Pentium 4 mother board and 2.8 GB CPU. I have inserted everything__ CPU and fan, 512MB memory, CD ROM and 40GB Hard Drive, Graphics CArd and sound Card.
On switching on the computer, the fans and lights work, The CDRom and floppy all work. Unfortunately,nothing comes up on the monitor. It is just blank and cannot get the BIOS to setup.
Any help will be greatly appreciated. I have fitted a 'Mercury'mainboard, W.D.Hard Drive etcetra

The only thing that comes to mind apart from a faulty component is to check that the 'Clear CMOS' jumper is not in the 'Reset' position. Some motherboards are shipped with the jumper in this position and have to be repositioned before use.
