New HDD - capacity?

I bought a 320Mb External Hard Drive yesterday.

On setting it up, it's only showing 298Mb free, & about 38Mb used. I ran the system check & defrag on it, but no change. No problems reported either.

Is this to be expected, or is the unit defective?

Your link suggests Gbs and not Mbs. ;-)

Once formatted that would be about the correct size displayed for a 320Gb drive.

Manufacturers use 1000mb per gb to size drives which would give you 320gb, however windows uses the correct sizing of 1024mb per gb, which is why windows reports it as 298gb.
