this question has been asked many a time. it all depends what your requirements are. do a search in the forum and the answer may already be there.

PC Adviser top 10 chart says that the best cards in this price range are Sapphire Atlantis 9500 (£126), Abit Siluro GF4 Ti4200 (£120) and AOpen Aeolus GF4 Ti4200 (£125). All plus VAT. Shop around (Ebuyer and Dabs ?), you may find you can get a better price.

I think the best is the Connect3D ATI Radeon 9500 128MB DDR DVI/TV Available click here for £117.15 incl.

The reason?

Because it is 'soft mod-able' about 50% of the time.

By soft modding, I mean that you can change the way the card works with software, and not overclocking the hardware.

A successful soft-mod turns the card into a standard 9700 (not pro), making it faster, and an unsuccessful one does no harm - it just doesn't work!

btw I mean the modification does not work. The card still works perfectly!
