New graphics card and PSU or???

Thanks for advice on previous post re new graphics card. Thinking of getting a Sapphire Technology Radeon X1950Pro 512MB GDDR3 AGP8x Dual DVI 580/700 card and a new PSU. Partly because existing one is only 350watts but also because it sets up an annoying hum (it seems to vibrate on the case). any suugestions for a reasonably priced PSU for this card. Case is a Medion ATX. Or, as I only have 512 mb ram would I be better getting a
Sapphire Radeon X1650 PRO 256MB GDDR3 VGA TVO DVI-I AGP Graphics Card and using the money saved to buy more RAM? Want to be able to run Half Life 2, COD2 and Medal Of honour Airborne Assault when it comes out at 1680 x 1050 on a Samsung 20" widescreen monitor.
