New File Folder missing

When I am in Desktop or Explorer and right click the mouse, the grey box pops up (with the usual arrange/view, arrange icons, refresh, properties, etc.) But all of a sudden the bit that says 'new' (with an arrow letting you go to 'file', 'shortcut', etc.) has vanished from the pop up box.
Anybody any ideas how to get this back in the pop up box please, as all the rest are there, except for 'new' to create new folders or shortcuts. I am operating on ME.

Problem now solved thnks to Article ID 180257 from Microsoft support and a very knowledgeable guy called Oracle at Web-user forum site.
