Networking two computers

We are about to install two computers in different floors in our small club. We are considering networking for the purpose of sharing files and a BT phone line. The PCs will have XP and network cards. A Cat 5 cable is in place.
Questions are: Can the pc that acts as host for modem connection be the slave for other files?
Does the PC that has the modem connection have to be switched on for the other PC to access the internet?

Something like the netgear dg834 click here
or the netgear dg834g if you want a wireless network
These have a built in modem/router/firewall/switch. So you can plug them into your phoneline and run the computers off of it. As long as it is switched on, only the computer you want to use needs to be on.

Q. Can the pc that acts as host for modem connection be the slave for other files?

A. Can't see why not.

Q. Does the PC that has the modem connection have to be switched on for the other PC to access the internet?

A. Unless you use the method adv by byfordr, the host PC will need to be turned on otherwise the BT connection cannot be accessed.
