Networking issue

I have a Peer to Peer network of four Windows (2000 & XP Pro) PC's. One of these acts as the 'server'. When I run programs everything seems very slow and network bound - the networking icon screens in the system tray being lit for an unusually long time.

When I look at the networking data it shows that the Sent and Received figures are closely matched! Given what we do with the computers I would expect that the received figure would be far higher than the sent.

Any idea what's going on?
