network speed

I was just wondering, when a nic is set to AUTO for speed, does it configure itself to be the highest speed that the cable can run at, or the speed of the other computers on the network?

I was just wondering because I have just installed some new computers at a company and the NIC can run up to 1gig. The spec of the hub already in place says 10-1000 and yet the cards auto configure at 10mb. If I set them manually to 100mb they dont see the network at all. The hub is argent systems and apparently it came with the phone system, but the network cabling and wall points were already in the office from the previous owners. I am guessing that it isnt cat5 cable.
